To review and formalise a policy for Litter and Dog Waste Bin requests. The attached policy being agreed in 2022 and reviewed in 2023 and to consider current requests for bins not on Town Council land.

The Committee received and considered the proposed Public Bins Policy.

Members discussed several requests received from residents and acknowledged continuing concerns regarding litter and dog fouling across parts of the town. Whilst recognising public expectations, Members reiterated that responsibility for the provision and maintenance of bins on land outside the Town Council’s ownership rested with West Oxfordshire District Council.

The Committee felt that the proposed policy provided a clear and proportionate framework for future decision making whilst ensuring that resources remained focused upon land and facilities owned or managed by the Town Council.

Recommended:

1. That, the Public Bins Policy be approved and recommended to the Policy, Governance & Finance Committee for formal adoption.

2. That, no outstanding requests for bins made to the Town Council should be progressed.
