Members were advised that progress had continued across a number of workstreams, including drainage infrastructure, paving, utility diversions and preparation for the installation of street furniture and landscaping.
The Committee noted that a temporary full closure of part of the High Street was likely to be required to facilitate essential drainage works and that discussions were continuing regarding the timing of these works and the associated traffic management arrangements.
The representative from Witney Chamber of commerce led the discussions on the impact of the works on businesses, residents, public transport operators and visitors to the town centre. Particular emphasis was placed on the importance of clear and timely communication regarding changing traffic arrangements, road closures, pedestrian routes and bus stop locations.
Members welcomed reassurances that efforts were being made to maintain access to businesses throughout the construction period but expressed concern that some recent scheme amendments had not been widely communicated before becoming public. In response, the officer acknowledged the importance of continued engagement with local stakeholders and advised that further updates would be issued as the project progressed.

OCC Request for feedback on 20mph schemes To receive and consider a request from OCC for feedback on the 20mph schemes. Minutes: The Committee welcomed the request for feedback on the 20mph Speed Limit Scheme.
Members acknowledged data indicating a reduction in accidents following the introduction of the scheme and welcomed this as an encouraging outcome. However, it was noted that some residents appeared to continue driving at speeds they considered appropriate regardless of the posted limit, leading to concerns regarding compliance and enforcement. Discussion focussed on the need for improved signage, particularly on routes into the town and in outlying areas such as Thorney Leys, where additional 30mph reminder signs were considered beneficial. Conversely, some members questioned the value of signage in short cul-de-sac locations where traffic speeds were already low.
The Committee discussed the impact of the blanket 20mph approach, with particular reference to public transport. Members noted that buses were required to adhere to all speed restrictions throughout their routes, whilst private motorists could often avoid some of the affected roads. It was reported that the average speed of the S1 service was around 17mph, creating challenges in maintaining competitive journey times with car users.
Members also considered the potential use of Vehicle Activated Signs (VAS) to improve driver awareness and compliance. It was suggested that the Town Council could consider such measures as part of future budget discussions and that funding opportunities may be available through Oxfordshire County Council members' discretionary funding allocations.
Whilst welcoming the reported reduction in accidents, members expressed the view that a more detailed review of the scheme's wider impacts would be beneficial, including consideration of concerns that lower speeds could result in traffic becoming more closely grouped in some locations, potentially affecting opportunities for pedestrians to cross the road.
It was agreed that the comments raised during the discussion should be submitted as the Committee's response to the review, whilst individual members would remain free to submit their own representations.
Resolved:
That, the comments of the Committee be forwarded as part of the consultation response. |
