The terms of reference (governance) for the Youth Council were written in accordance with the Town Council's Standing Orders and comparable to other UK Youth Councils. Also included were incorporated policies and forms for engagement.

To ensure the Youth Council was properly constituted with robust and fair rules of engagement in line with legislation.
